"Certified to UL 3700" and "UL 3700-compliant" are not the same claim
The same balcony microinverter is called "certified to UL 3700" on its own product page and "UL 3700-compliant" by its own CEO. Those are different claims.
One product, two different claims
Hoymiles' US product page for the HiFlow Pro leads with this line1:
The first plug-in solar solution certified to UL 3700 — the industry's first dedicated safety standard for plug-in solar in U.S.
When Electrek covered the same launch, it quoted Hoymiles' own CEO, Dr. Yang Bo, describing the same product a different way2:
By introducing the first UL 3700-compliant plug-in microinverter in the US, we're not only launching a new product — we're helping establish a new benchmark for residential solar that combines simplicity, safety, and high performance.
Certified to and compliant with are not synonyms, and the gap between them is exactly the gap a buyer cannot see from a product page.
What each word actually claims
"Complies with" is something a manufacturer says about its own product. It means the company believes the design meets the requirements in a document. It is a first-party claim, and it can be entirely made in good faith by competent engineers — it is just not independent.
"Certified to" claims something stronger: that a testing laboratory evaluated the product against that document, and lists it. The lab's name matters, the listing is checkable, and the manufacturer does not get to grade its own homework.
The distinction is not pedantry. It is the entire reason certification marks exist. A product can genuinely comply with a standard and never have been certified to it, and from the outside those two look identical.
We have not found the HiFlow Pro in a testing laboratory's public certification directory. That is not evidence it is absent — directories lag, and a search that comes up empty proves nothing on its own. It does mean the "certified" half of the claim is, as of this writing, resting on the manufacturer's word.
UL 3700 is not a finished standard, either
It is worth knowing what the document being cited actually is. UL's own catalog entry describes UL 3700 as the "UL LLC Outline of Investigation for Interactive Plug-In PV (PIPV) Equipment and Systems," Edition 1, published December 11, 20253.
An Outline of Investigation is a pre-standard document. UL publishes one so that products can be certified while the full consensus standard is still being developed. It is a real, usable certification route — but anyone telling you the United States has a finished plug-in solar standard is a step ahead of the paperwork.
The scope section is the part worth reading. It covers equipment that is3:
complete in their construction, comply with the applicable requirements of this outline, and can be interconnected with other plug-in equipment to form a PIPV System.
Read that again with a shopping cart in mind. The document is about complete equipment that forms a system. That is what makes a component-level UL 3700 claim an awkward fit: a microinverter on its own is not the finished plug-in thing the outline is written around. Whether a certification scoped to one box in the chain carries over to the panels, cord, and plug you bolt to it is a question the label does not answer.
The exclusion nobody mentions: your railing
Buried in the same scope section is a sentence that ought to be on every balcony solar product page and is on none of them3:
This outline does not evaluate or verify the structural integrity or load-bearing capacity of the building components themselves, such as balcony railings.
UL 3700 addresses electrical hazards. It says nothing about whether the thing you are hanging a panel from can hold a panel. If you rent, that is your landlord's building and your liability, and no certification on the box speaks to it.
The outline also explicitly excludes roof-mounted PV, building-integrated PV, and any system permanently wired into the premises — those stay with the building codes and the National Electrical Code3.
If you already own a microinverter
The most common version of this confusion has nothing to do with the HiFlow Pro. It is someone who already owns a conventional microinverter, sees "UL certified" on the datasheet, and reasonably concludes the plug-in build is covered.
Hoymiles' HMS-2T-NA series — the microinverters widely repurposed for DIY balcony builds — is a different product line from the HiFlow Pro, sold on a different page4. It is grid-tie hardware with trunk-cable output, certified as an inverter. That certification is real and it is not a plug-in-system certification. Nothing about it was evaluated against the hazards of pushing power back through a cord into a household outlet.
That is not a knock on the hardware. It is a knock on reading a component certification as a system certification — which is precisely the misreading UL 3700 was created to make impossible, and which the word "certified" on a product page can quietly reintroduce.
What to actually do
- Read the exact verb. "Certified to," "compliant with," "designed to meet," and "tested to" are four different claims in descending order of strength.
- Ask which lab. A certification without a laboratory's name attached is a manufacturer's assertion wearing a certification's clothes.
- Ask what was certified — the inverter, or the finished kit including panels, cord, and plug. UL 3700 is written around complete equipment forming a system3.
- Check your railing yourself. No electrical certification covers it, and UL 3700 says so in as many words3.
- Check your state and your utility separately. A certification is about equipment; permission is about jurisdiction.
None of this makes the HiFlow Pro a bad product, and we are not saying Hoymiles is being deceptive — a company can hold a genuine certification and still have marketing copy and a CEO quote that use different words on the same day. It makes it a product whose central claim is worth one clarifying email before you spend money. Ask them which laboratory certified it, and to what scope. If the answer is clean, that is a good sign about the company. If it is vague, you have learned something more useful than a spec sheet was ever going to tell you.
